To carry out the four missions of "leader in the coordinated development of industrial clusters, pioneer in the promotion and application of advanced materials, promoter of wisdom to create a better life, and leader in the innovation of low-carbon metallurgical technology", adhere to the overall deployment of China Baowu, adhere to energy conservation, pollution reduction, carbon reduction, green expansion and efficiency enhancement, and jointly promote green and low-carbon development, so as to build TISCO into the most competitive stainless steel whole industry chain enterprise in the world Global stainless steel low carbon metallurgical technology innovation leading enterprises.
The plan puts forward the green low-carbon development mode of "13460" (one low-carbon development center, three low-carbon development stages, four low-carbon implementation steps, six low-carbon development paths, and finally achieving the zero carbon goal). "A low-carbon development center" means to establish a low-carbon development system centered on "improving carbon productivity", aiming to build a whole process carbon management and control platform relying on the intelligent manufacturing management and control system, apply the LCA full life cycle assessment method, save resources and energy, improve economic benefits, and build an ecological whole industry chain of stainless steel industry; "Three low-carbon development stages" and "four low-carbon implementation steps" are to promote carbon emission reduction in an orderly manner in accordance with the three stages of "five years of practice, ten years of outlook and fifteen years of imagination" and the four implementation steps of "reaching the peak, steady decline, deep decline and carbon neutralization". The "six low-carbon development paths" are process optimization and process reengineering, structural adjustment and extreme energy efficiency, creating a beautiful life with high-quality products, industry city integration and collaborative carbon reduction, resource guarantee and diversified development, and low-carbon leading in technological innovation.
The plan proposes to consolidate basic capacity building, strengthen the construction of professionals in the field of carbon emission, and comprehensively improve energy-saving and low-carbon capacity. We should improve the low-carbon management system, establish and improve various management systems and evaluation systems for carbon emission management, and standardize the basic work of carbon emission.
